HAPPY 40TH ANNIVERSARY NACS
On October 27, 1973 at a Holiday Inn in Kansas City, Missouri a small group of County Supervisors met and founded the National Association of County Supervisors. We all owe a great deal of gratitude to that group of individuals that came together with the vision to start our association. Over the past 40 years the association has been committed to how we can better serve rural America and help our clients prosper. The Farm Loan Program, Farm Program, Information Technology and Management/Personnel Committees have all gotten responses back from the National Office on the resolutions that were adopted at the Convention in San Diego. Thank you to Vice President Tanya Dostal for getting the resolutions submitted and following up with the National Office to get timely responses back from them. The committees will be scheduling teleconferences with the national office to review the responses to the resolutions. The Legislative Committee has also been busy. Your NACS Legislative Committee has worked with more than a dozen banker and producer organizations to submit a letter to Farm Bill Conference Committee supporting the removal of guarantee term limits. I had a question from a member about the SF-8 that is required by state unemployment offices. The member's state had put a St. Louis address on it. The member was also concerned if government employees would be available to process the request for the SF-50.
Today I received the following information from Candy Thompson. "I am not sure why St. Louis was put on the form. NFC's website has instructions on how to file for unemployment. Here is the link: https://www.nfc.usda.gov/News/unemployment.html These instructions tell employees to enter their HR office address which should be the state office if they are field employees. We are working with the Department on the unemployment filing process. The Office of Personnel Management has been talking to the States' unemployment offices and most states (Missouri may be an exception) have waived the requirement for the SF-50. We plan to have staff available next week to assist employees with filing unemployment claims. We are working on logistics of how this will work. We will share the information as soon as possible". Candy Thompson The news out of Washington is starting to sound a little more positive about ending the furlough. Remember that Monday is a Holiday even if the furlough is ended. Everyone: We do not have a lot more information to provide. Some good news is that all employees' T&As were validated and certified for PP19. Remember this upcoming check will be for hours worked through 9/30/13. The Chief Financial Officer reported today that employees should see pay in their bank accounts on Saturday as usual, providing everything works properly. The Legislative Report that was posted to the website yesterday is a good update on what is happening. A big thank you to John Gehrke and the rest of the Legislative Committee for providing the update. I received an email from Administrator Juan Garcia on Tuesday. He asked if NACS would post information from him on our website as a way to reach the employees. I told him we would. He said he would provide me with the information either today or tomorrow. I live outside the three county area that I manage the loan programs in. I just had a call from a banker in Albion, Nebraska where my office is located. He said he had people coming into the bank with crop checks with FSA on them and that they wanted to deposit them and also make loan payments to FSA. I told him I would like to be able to provide service; but was not authorized to do so.
