On September 5, 2013 the NACS Board held a conference call to review recommendations
submitted by the NACS Committee on Staffing. All members of the board participated in the call. The board would like to thank committee members Jason McMillan TX, Jeremey Burner VA, Tanya Dostal WA and Theresa Wyndham GA for the time and effort they put in on this task. Based upon the information compiled by the committee the board approved the submission of a Right Sizing recommendation to the national office. The recommendation is based upon current staffing levels with emphasis on the fact that current levels are not adequate to meet the required work demands. We point to DLS as a source of information to determine what is not being accomplished and that a system needs to be developed to measure the information in DLS. NACS supports the use of ARS data but recognizes that the data does not allow for different work allocations between types of loans such as Youth Loans, Micro-loans, regular OL and FO loans. The ARS data available is prior to the introduction of the Micro-loan program. We also emphasized that the model submitted should only be used as a starting point since there are many regional difference across the nation that require different delivery systems to effectively deliver the loan programs. One of the topics is the delivery of FSA programs with the continued limited resources. NACS members have an interest in this issue and have been submitting comments to the board on the delivery of Farm Loan Programs. We welcome comments on how to best deliver Farm Loan Programs.
